Who Was Emmanuel Tumusiime Mutebire, Africa’s Longest Serving Governor?
On 23rd January, Prof. Emmanuel Tumusiime-Mutebire breathed his last at a Nairobi based hospital to the shock and grief of many of his family, relatives and most prominent Ugandans.
Known for his role in steering Uganda’s economic recovery after the disastrous political chaos in the 1970’s, Tumusiime has been one of the most respected economists, bankers and governor of his age. Born on January 27 1949, Mutebire was exactly 72 years when he breathed his last after a lengthy battle with diabetes-related illnesses.
He attended Kigezi College Butobare and Makerere College School in Kampala for his O and A level certificates respectively. He joined Makerere University in 1970 where he was letter elected Guild President.
In 1972, he was forced to flee Uganda for England after he publicly condemned the then President Idi Amin’s order to expell Asians from the country. While in England, he was able to complete his studies, graduating with an Upper Second Class degree in Economics and Politics.
He then went to Baliol College, Oxford in 1974 for his post-graduate studies, later returning to Africa to lecture and conduct research at the University of Dar es Salaam where he was at the same time pursuing his doctorate in economics.
By 1979, Mutebire had returned to Uganda where he was appointed to various government positions amongst which include, Deputy principal secretary to the president (1979), Undersecretary in the ministry of planning (1981), Chief economist (1984). He also served as permanent secretary in the Ministry of Finance in 1992.
In 2001, he was appointed Governor of the Bank of Uganda, an office he held until his death. In 2009, Nkumba University awarded him with an honorary doctor of philosophy degree in recognition of his great contribution toward the development of Uganda’s financial field.

According to the Prime Minister, Rt. Hon. Robinah Nabbanja, a committee has already been formed to oversee the burial of the fallen banker headed by Dr. Chris Baryomunsi, the Minister of ICT and national guidance and deputized by Hon. David Bahati, the state minister for industry.
According to the program released by the committee, Tumusiime’s body is expected in Uganda tomorrow, Tuesday 25th Jan 2022.
The burial is expected to take place at Kololo independence grounds on Friday, starting at 10 am with President Museveni as the chief mourner.
