Cornwell Muleya, the former CEO of Uganda Airlines, has been granted Shs 1.5 million in cash bail and ordered to surrender his passport immediately.
Muleya appeared in Buganda Road Magistrate’s Court on Tuesday, where he was charged with Disobeying Inspectorate of Government Orders.
Cornwell Muleya allegedly refused to comply with an order of the Inspectorate of Government dated May 23, 2022, requiring his attendance to give evidence and produce documents to the Inspectorate of Government regarding mismanagement of public funds, procurement, and recruitment of staff at Uganda Airlines, between May and June 2022.
Grade One Magistrate Asuman Muhumuza granted him bail on the grounds that he provided substantial sureties and agreed to surrender his passport until the case was resolved.
His Majesty Muhumuza ordered Muleya to post a cash bail of 1.5 million, surrender his passport, and present four sureties to sign a non-cash bond of Shs 50 million, each promising to bring the accused person back to court on July 25th, 2022, for a hearing on his case.
Defence Lawyer Charles Nsubuga informed the presiding Magistrate that his client is only a suspect who is willing to deposit his travel documents in Court, has presented sureties, and is a resident of Entebbe, Katabi in Wakiso District, a location well known to the State.
Against this backdrop, Magistrate Asuman Muhumuza found Cornwell’s bail application to be meritorious, despite the fact that he presented substantial surities, but his passport must remain in Court until the conclusion of his case or if the Court orders otherwise.
However, Inspectorate Officer Rogers Kinobe opposed Muleya’s temporary release on bail on the grounds that he is a non-national who is likely to flee once released, has no place of residence within the jurisdiction of this Court, and investigations into his case are still ongoing, in addition to being uncooperative with investigators.
Muleya was arrested on Tuesday by the Inspectorate of Government for disobeying orders to divulge information, which is a violation of Section 35 (a) of the Inspectorate of Government Act, 2002.
Muleya was supposed to provide the IG’s office with relevant information regarding mismanagement of public funds, procurements, and staff recruitment at Uganda Airlines, which he did not do. (Former Uganda Airlines CEO granted 1.5 million in cash bail – latest news in Uganda 2022)
